Article I. Name The name shall be the Building & Construction Institute of the Southeast (BCIS) Executive Committee. Article II. Purpose The Building & Construction Institute of the Southeast
Executive Committee will provide general direction to the Institute and
will be charged with election of members and amending the Institute
by-laws. Additionally, the Executive Committee will oversee the
formation of Craft Committees or special committees who will actively
participate as advisory councils/steering committees through initiatives
and recommendations which shall enhance the overall proficiency and
success of the various Institute training and educational programs.
The Executive Committee will also
provide guidance to the BCIS Director on issues concerning training
content (including curriculum design), marketing/public information,
student recruiting, employment opportunities for graduates, strategic
planning, scholarships, student placement and development. Section I. Craft Committees Craft Committees shall provide subject matter
expertise to the BCIS Director in their respective trade/profession in
order to develop training/educational curricula leading to desired
training outcomes. Each respective Craft Committee will appoint a
Committee Chairperson who shall serve as a representative officer on the
BCIS Executive Committee. Craft committees should have no more seven (7)
members including the Committee Chairperson. All BCIS training programs
shall originate through a collaborative effort with each respective
Craft Committee in order to assure student training & development
attainment thus ensuring the construction industry needs are met.
Additionally, the Craft Committees shall serve as the oversight
body for BCIS training/educational programs in their respective
trade/profession in order to maintain training-to-industry relevance.
Craft Committees shall be formed in (but not limited to):
Article III. Membership Section I. Active Membership Active members of the Executive Committee shall include the following:
Future member representatives from business and industry shall be nominated by the chairperson of the Executive Committee with recommendations originating from any Craft Committee or Ex-Officio member and approved by the Committee. In case of a vacancy on the Executive Committee, the chairperson will appoint a member to fill the vacancy for the remainder of the term to be approved by the Committee. Section II. Ex Officio Membership The ex-officio membership shall be composed of the President of Chattanooga State Technical Community College and the BCIS Director. The ex-officio members shall be permitted active participation in discussions and deliberations but shall not be permitted to vote. With the exception of the BCIS Director, and his/her appointed designee, holding the office of Secretary, no ex officio member may hold the office of Chairperson or Vice Chairperson. Section III. Term of Membership Construction business & industry representatives, government and labor officials, the Vice President for Academic Affairs of Chattanooga State Technical Community College, the Tennessee Technology Center Director and the Chairperson of the Curriculum Advisory Committee will serve as long as they retain their respective positions. Member institutions of the BCIS Executive Committee shall have the authority to appoint replacement members in order to fill vacancies when they occur. Section IV. Membership Year A membership year will be September 1 through August 30, with the first meeting of each year to be held during the month of September. Article IV. Officers and Duties of Officers Section I. Officers The officers of the BCIS Executive Committee shall consist of a Chairperson, a Vice-chairperson, Craft Committee Chairperson(s) and a Secretary. The term of office for the Chairperson and Vice Chairperson will be two years. Craft Committee Chairperson shall be selected by their respective craft/trade committees and appointed by the Executive Committee Chairperson to serve until either their resignation or replacement by the Committee. Nominations will be presented to the Committee and shall be elected at the fall meeting of the Committee every other year, if needed. Incumbent officers may be appointed to consecutive terms if approved by the body past the two year term limit. The BCIS Director, or appointed designee, may act as Secretary of the Executive Committee if necessary. Section II. Duties
1. Conduct meetings in an orderly fashion incorporating Robert's Rules of Order 2. Assist in planning the agenda. 3. Call special meetings when needed. 4. Serve as ex-officio member of all craft/steering committees. 5. Nominate representatives from business and industry for membership on the Executive Committee. 6. Maintain contact with BCIS Executive Committee members. 7. Make recommendations to Executive Committee members and the BCIS Director.
1. To perform any and all duties listed above in the absence of the Chairperson. 2. Actively participate in all meetings as a primary advisor to the Committee Chair and the BCIS Director. 3. Serve as craft/steering/advisory chairperson as needed or directed by the Executive Committee Chair.
1. Assist the chairperson and BCIS Director in planning the agenda. 2. Interact with CSTCC administrators regarding scheduling and coordinating matters. 3. Notify members of meetings. 4. Keep minutes of the meetings. (BCIS Director may assist in the absence of the Secretary) 5. Prepare and forward correspondence to proper parties. 6. To perform any and all duties listed above in the absence of the Chairperson and/or Vice Chairperson.
1. Assist the BCIS Director with curriculum and training development leading to program implementation. 2. Advise the Executive Committee Chairperson on matters concerning their respective craft/trade program. 3. Advise the BCIS Director regarding industry trends, changes in technology and student placement. 4. Make recommendations to the Executive Committee regarding the overall efficiency of the Institute and potential additional Committee members. 5. Serve as principal advisor and spokesperson for their respective Committee. 6. Select and recommend no more than six (not including the Committee Chair) members to their respective Committee.
Article V. Meetings The BCIS Executive Committee should meet a minimum of four (4) times per year or once a quarter. The meetings normally shall be scheduled for the seasonal months of the yearly quarterly cycles with September being the first meeting month of the year. Craft Committee meetings should be held when necessary and may be scheduled outside the normal Executive Committee meeting periods. Additional meetings shall be scheduled as needed. Article VI. Quorum The simple majority of the members present and/or member's written proxy shall constitute a quorum. Article VII. Amendments of the By-Laws These By-laws should be amended normally at an official meeting of the BCIS Executive Committee. The amendments must be recommended at one meeting and approved at the next meeting. When necessary, the BCIS Director may request changes to the By-Laws in order to better facilitate the overall operational performance of the various programs. Requests will be submitted to the Chairperson for review and recommendation. The Chairperson may at that time deny the request or submit if for approval to the remainder of the Committee. A simple majority vote of the members present shall be required to pass any amendment. Article VIII. Amendments
(Special Programs)
Section I: Additional Committees for Grant Programs
1.
Nominate and elect a Committee Chairperson.
a.
Duties will be commensurate with Article III,
Section II, Paragraph D. 2. Solicit volunteers within the Advisory Committee to
serve as Committee
members. 3. Members should be comprised of construction industry leaders interested in promoting a pre-apprenticeship model that will lead to an increase of interest and participation in the program eventually culminating in a construction related JATC or career. 4. Committee Duties include:
a.
Provide technical and career opportunity guidance
to the Program Director.
b.
Assist with job placement for participants.
c.
Provide curricula advice and recommendations to the
Project Director.
d.
Review and provide budgetary recommendations.
e.
Monitor program for
success and make recommendations when necessary to ensure goals are
achieved.
